Investor Services - Global Fixed Income Financing (FIF) is a global business providing vanilla and bespoke fixed income financing solutions to clients to achieve their investment objectives and acts in an internal utility function to finance bank’s inventory.

Investor Services - Global Pricing Direct (PD) is a global business providing evaluated pricing service of fixed income, distressed securities and derivative products to external and internal clients.

The role is to lead the Business Control Office for the North America FIF and PD business based in New York and manage the end to end control environment spanning all of the primary functions from business execution, collateral management, market risk, model risk, VCG, operations and finance. The FIF/PD BCO team is part of a wider IS BCO organization within CIB Oversight and Control designed to focus on operational risk and controls.

The Business Control Officer (BCO) acting in a ‘first line of defense’ capacity will directly interact with multiple lines of business, corporate functions and senior executives of the firm. The BCO will establish strong partnership relationships within the NA FIF and PD businesses (i.e. business heads, desk heads, traders, sales, evaluators), business managers and keys business partners such as Product Control, Technology, Market Risk, Operations, Compliance, Legal, etc. The BCO will develop a deep understanding of the businesses, its control challenges, the architecture and products. The role will have a direct reporting line to IS-FIF/PD BCO Global Head based in New York and will call for a close global cooperation with other IS BCOs based in different regional locations as some initiatives/projects will require global scope. The candidate should be interested in working in a fast-paced and dynamic environment, participating in key initiatives and becoming involved in a diverse set of issues that will have a direct impact on the organization.

The Business Control Officersfocus will be:

  • Trusted Front Office control advisor and partner

  • Represent Front Office interests vis a viscontrol/regulatory initiatives

  • Execute and implement business controlspriorities and strategy

  • Front office supervisory management andexecution

  • Control and Risk governance implementation andreporting

Key responsibilities include

  • Facilitatorof full business control governance

  • FrontOffice supervision management

  • Front Office Supervision system oversightincluding exception management

  • Supervisory attestations and affirmations

  • Policy development, review and implementation

  • Standard operating procedures documentation andimplementation

  • Controlgaps identification and remediation

  • Controland regulatory governance management

  • Front office representative and/or contributorto various regional and global business control forums

  • Prepare and execute control meetings/reviews, where required

  • Prepare for and coordinate internal audit andexternal regulatory exams (Fed, SEC, FINRA, PRA )

  • Coordinate remediate actions plans to address MRA/MRIAand present at KEYS, if required

  • Front Office representative to North America basedregulatory initiatives

  • includes applicability scoping, regulatoryimplementation and front office control oversight

  • Key partner with Compliance, Legal and Frontoffice

  • Perform RCSA, Conflict of Interest, ConductRisk, Material Risk, Control deep dives, strategic corporate oversightinitiatives

  • Operational risk event governance

  • Perform first level review, deep dive analysison risk events to discover and address control gaps with key functional groups

Qualifications:

  • Understandingof fixed income markets and products

  • Highlymotivated, energetic self-starter who takes ownership

  • Understandingof the end to end product life cycle

  • Investigativemindset, able to identify issues at both a high-level and in detail, current events impact to business, andacclimating to a heightened regulatory environment

  • A goodunderstanding of controls and how to apply them to different processes andbusinesses

  • Stronganalytical, problem solving & process re-engineering skills

  • Proficientin PowerPoint, Word and Excel

  • Organization,time management, project management and prioritization skills

  • Clearand concise verbal/ written communication skills

  • Strongteam player with excellent partnering and influencing skill

  • 5-7years of experience or equivalent work experience
