Compliance Manager

Responsibilities:

Direct and manage compliance monitoring program for IRS Section 42 (LIHTC) Housing Investment Asset Management Group. Integrate compliance requirements with Housing Credit group policies, procedures, and controls. Interface with Direct Affordable Housing group senior management, originators, development risk management, portfolio administration, underwriters, and asset managers concerning status of potential compliance risk and recommend corrective action. Possesses a comprehensive understanding of IRS Section 42 regulatory procedures and state housing agency trends.

Job Duties:

Monitor regulatory changes and industry trends.

Evaluate current methods and processes for monitoring investments and implement improvements as needed.

Develop and execute compliance business plans and guidelines to maintain quality control.

Train, direct, and manage compliance staff in conducting annual audits/monitoring portfolio compliance.

Biannually evaluate workload allocation of the compliance team.

Annually evaluate the compliance capacity of Sponsor partners

Provide accurate and timely reports to JPM management regarding the status of the portfolio identifying areas of potential risk and recommendations for mitigation.

Provide training for compliance and asset management professionals regarding regulatory requirements and trends.

Assist with coordination of database asset management software.

Participate on industry panels and boards to build expert knowledge concerning complex and evolving regulations.

Build relationships and interface with federal, state, and local government and industry professionals to ensure accurate interpretation of the regulations.

Skills:

Required to have a comprehensive understanding and experience in LIHTC tax credit, tax exempt bond and HUD programs. Ability to interpret and implement procedures for complex federal and state regulations. Capacity to assess and prioritize potential risk to credits realization. Employee selection, management, and development ability. Excellent negotiation and interpersonal skills. Strong attention to detail. Excellent written and oral communication. The ability to interface with multiple levels of syndication, property owner and property management staff. Computer skills: Working knowledge of Microsoft software programs.

Level of Experience:

Six to ten years of progressive advancement in the field of LIHTC compliance, preferred at investor, syndicator or consultant level. Experience in property management, asset management and/or state allocating agency may substitute. Direct supervisory experience preferred.

Education:

Bachelor Degree required; LIHTC Compliance certification preferable in one of the following designations: HCCP, or C3P.
